Federal Rules?

I apologize if these two questions don't belong here but I don't know 
where else to post.  If this is the wrong place please let me know where 
to take this up.

I have two quick questions in regards to benefits for employees.

1.) If one turns in a two week notice and then the employer turns around 
and lets you go on the spot are they required to pay you for those two 
weeks?

2.) Can an employer start taking money out of your check (i.e. text 
messaging costs from cellphones) to compensate the bill without your 
agreement?
