flying for CIs

I am told that civilian instructors with the Air Training Corps are not 
permitted to fly in RAF aircraft, it certainly would be an incentive for
the 
work and effort that the majority put in using their own time,especially
if 
they have driven the cadets to an airfield and are waiting around all day 
for them (assuming of course that there are other staff to stay with the 
cadets) if it is an insurance issue i am sure there is an answer, could 
anybody enlighten me on this ruling please
