Our founders did not refer specifically to a government "of the people, by
the people, and for the people." Abraham Lincoln used this phrase in his
Gettysburg Address. It is implied by the idea in the Preamble to our
Constitution -- that governments are instituted among men and "derive
their
just powers from the consent of the governed." Bush is either completely
ignorant about the philosophical foundations of our form of government
(which I suspect) or he cares nothing about them. He lives and reacts
from
one moment to the next according to what his handlers want him to do or
say.
