This is an extraordinarily im****tant agreement for Israel - im****tant
in the first instance for what it says about the Israeli and American
relation****p. The Memorandum, which will be distributed after it has
been signed, includes a sentence which starts: =93Reflecting the
unshakable commitment of the United States to Israel=92s security, the
United States sup****ts increased level of foreign military financing
grant assistance to Israel in future years, to help Israel with the
needed security requirements.=94
The aid itself is of critical im****tance; its reflection of the
United
State=92s unswerving sup****t is no less im****tant. It expresses a great
deal of confidence in Israel to continue its very im****tant defense
and economic policies, in a very difficult environment.
We have an exceptionally heavy defense burden, the highest in what
used to be called the Free World =96 in total, about ten per cent of
GDP
(gross domestic product) =96 and the fact that the United States is
willing to share a significant part of that burden, particularly, the
part relating to purchases of American military equipment, is a
critical element in the budget. This is because in this country we
face a trade-off between dealing with our immediate problems and
making sure that our economy grows rapidly enough for us to be able
to
deal with future problems. For that, we have to pursue economic
policies that are sup****tive of economic growth, and to do that, we
have to try to keep the tax burden reasonable. We nonetheless have
very high government expenditures, largely because of defense, and
the
United States financial assistance is critical to our ability to
maintain responsible economic policies that are conducive to growth
and, therefore, conducive to the future strength of the Israeli
economy and Israel=92s capacity to have the resources to defend itself
in the future
Under a 1975 Memorandum of Understanding (MoU) the US guaranteed all
Israel's oil needs in the event of a crisis. This MoU is quietly
renewed every five years. It commits US taxpayers to maintain a
strategic US reserve for Israel, equivalent to $3 billion in 2002
dollars. Special legislation was enacted to exempt Israel from
restrictions on oil ex****ts from the US. Moreover, the US government
agreed to divert oil from the US, even in case of oil shortages in the
US. The US government also guaranteed delivery of oil in US tankers if
commercial ****ppers become unable or unwilling to carry oil from the
US to Israel.
