Scapegoat? At best, Bush is Cheney's dupe, but he's still guilty. The
way his administration spied on Americans WAS illegal. If it weren't
they wouldn't be giving the telco's retroactive immunity. I'd like to
see Bush impeached if for no other reason than to prevent him from
pardoning everybody who had anything to do with his administration. As
for war crimes, Bush OPENLY flouted the geneva conventions, with some
lame argument that you can change the rules by calling somebody a
terrorist instead of a POW. Not prosecuting those crimes sends a
terrible message to the world.
