The surge didn't work. If we employ simple logic, a military surge means 
more men and women killing more enemies. But that's not what happened.

Instead, a new strategy was created because the old strategy was 
failing.  Notably the US stopped killing innocent civilians and they 
stopped killing us and each other.

The editors of USA Today should read their own paper...it's amazing how 
many facts they could learn.
