That decision wasn't his to make. The congress sat back and watched him
make some very dictatorial decisions and did nothing. The constitutional 
checks and balances were out to lunch and never came back. Same thing 
with the Patriot act. Totally raped our Intelligence systems and turned 
the constitution in Bush's words into "Nothing But a God Damned Piece Of 
Paper"
