Well, the key to increasing wages for the pickers is greater border 
control and tighter enforcement of the law. It's the status quo that 
perpetuates low wages-- where illegal workers flood across an unsecured 
border and are forced to accept whatever wages the employers offer, no 
matter how far below minimum, because the employers know they can't 
complain to anyone due to their illegal status.

It's not "darkish" that's the key factor. It's the illegality. An 
American citizen, no matter his darkitude, can complain to the 
authorities when his boss refuses to pay him minimum wage. An illegal 
cannot.
