Sorry but it is irrelevent what people are called it is what way they
vote.
Bernie Sanders and Joe Lieberman have said they will vote with the
Democrats on committee chairmen etc etc so the vote is 51 49 and no
need for the VP to break the tie. If JL promised to vote Republican
then it would become 50:50 and Cheny would get to push the vote to the
republicans.

The story would still hold if there were multiple parties,
49 Republican
29 Democrat
10 Green
10 New York is great
1 Socialist
1 Joe Liberman

if the 51 all promised to out vote the 49 then the 49 still lose.
