Introduction
The =C9galit=E9 Party of Canada favours clean, open, low-cost
government with a social conscience that provides guaran-
teed annual income ($1,200 a month minimum for an adult
living alone), low-cost housing for low income families, FREE
post-secondary education, and eventually, FREE life, disability,
medical, and dental insurance for all adults.
It belives Government should doing everything possible to
promote the economic wealth of its citizens by encouraging
the creation and promotion of small businesses.
It will ensure by law 50% female representation at all levels
of the public and parapublic sectors.
FREE post-secondary education like FREE dental and
FREE medical services are a HUMAN RIGHTS ISSUES
in a country as rich as Canada according to the =C9galit=E9
Party of Canada.

_ __to be TAX FREE.
_ __The =C9galit=E9 Party of Canada wants a strong, vibrant, family

__ _one hand, Its goal is to build an "economically strong" First
_ __Nations Canada, French Canada, and English Canada in
_ __which the respective cultures of these three constitutional
_ __cultures can flourish and, on the other hand, to ensure that
_ __Canadians "in financial need" benefit from a "guaranteed
_ __annual income" in order to be able to pay their rent and

_ __The Party believes that the basis for a "strong economy"

__ ___greatest threat" to Canadian sovereignty is the "historical

___ _______abuse" of the public purse due to a lack
____ ______of financial controls in place; yet, no one

_ ____NOT needlessly overburden the police and health services

_____1.1 The first equality is that of gender. This Party seeks 50%

________and the Canada of the Aboriginal Peoples as promised by the
________British in the War of 1812 to win the their full participation
in the

_____ 2.1 The monthly public financial statements of all public
organizations,

__ ______public review and its right to know in line with the Party

__ ___2.2 The Party will ensure that the Government implements
independent
__ ______third party bank-branch auditing practices for all
government
___ _____agencies to be done by outside auditors who will work with

___ _____"policing auditors" of the Canadian Security Force
Apparatus,

__ ___2.3 All public employees will be obliged to make public their
affiliation
__ ______to any "outside" association like the Freemasons, Club

in order to

7=2E3 FREE Post-secondary Education
_ ____3.1 Post-secondary education is to be "free" for Canadians.
__ ___3.2 Students will be protected by a "charter of student rights"
to ensure
__ ______the dismissal of incompetent university personnel on the one
hand
___ _____and their fair treatment on the other.
____ _3.3 Hiring will be done by a "third independent party" to
prevent abuse
___ _____of the public purse.
___ __3.4 Universities like all other para-public institutions will be
subject to
___ _____third-party spot auditing whose results will be posted
online.
__ ___3.5 Local post-secondary institutions will be amalgamated par
region
___ _____in order to reduce costs and ensure efficiency. The Minister
of
___ _____Education will be involved in the management at the regional
____ ____ level on a daily basis.
___ __3.6 Students having to pay for food and lodging will be entitled
to
____ ____interest free loans.
___ __3.7 Student loans will be forgiven on a gradual basis in the
event the
___ _____student does NOT find suitable employment that prevents him/
her
___ _____from paying the loan in a fair and reasonable manner.
___ __3.8 Outstanding student loans for those unable to make payments

___ __3.9 The person with the top marks in a course of an accredited
post-
___ _____secondary programme will "automatically" receive a $100
cheque

7=2E4 Athletes, Artists, and Performing Artists
_____ Athletes, artists, and performing artists "in need" will be
allowed
_____to have recourse to the double amount of the guaranteed annual
_____income non-taxable ( $2,400 a month) which will be their minimum
_____base annual income.
7=2E5 Women
_ ____5.1 Any re****ting of ***ual exploitation whether in the public
or private
__ ______sector will result in an "automatic" forensic audit of the
establish-
__ ______ment where it is re****ted to have occurred and the results of
the
____ ____audit along with its recommendations will be put online.
___ __5.2 In cases of marital violence or divorce, the Court must
ensure that
___ _____the wife is NOT a victim of ***ual exploitation at work for
which her
____ ____employer would be criminally liable.
___ __ 5.3 The Government will no longer "publicly finance" the
termination of
___ _____any birth.
__ ___5.4 Single mothers unable to keep their babies will be
encouraged to
___ _____put them up for adoption and be entitled to information from
the
_____ ___ adoptive parents regarding the child's care and development
until
____ ____the child becomes an adult living on his/her own.
___ __5.5 Single mothers' guaranteed annual income will be exempt
from
__ ______taxes to allow her to look after her child and prepare for
future
___ _____employment.
___ __5.6 There will be significant tax incentives for couples to have
children.
__ ___5.7 In case of divorce, custody of the children will be shared
equally
___ _____and fairly.
___ __5.8 It will be the employer who is responsible for ensuring that
a working
____ ____mother finds a daycare spot suited to her. The money paid by
the
____ _ ___employer for daycare will be deducted from the taxes owed to
the
_____ ___Government.
7=2E6 Criminal Code
_ ____6.1 The criminal code will be revised to reflect a "customer
service"
__ ______approach with the emphasis being on treatment and speedy
___ _____reintegration of the offending party back into the community.
__ ___6.2 Any one found abusing an "incarcerated" person in any way
__ ______"intentionally" will have his/her employment terminated.
___ __6.3 Pardons will be automatic after two years of commission of
__ ______a crime in the event that the person does NOT commit an-
__ ______other crime.
__ ___6.4 All forms of "public" adult entertainment and the sale of
****o-
__ ______graphic material will be outlawed.
__ ___6.5 The criminal code will be revised and simplified to reflect
a
__ ______restorative justice approach in order to keep as few people
__ ______as possible from incarceration.
___ __6.6 To ensure trials EXEMPT from political interence no judges
nor
___ _____ Crown attorneys can be Freemasons nor have any ties with
___ _____Freemasons. (See note below.)
____ ____ Note: given that nearly all the judges and Crown attorneys
out-
____ _________ side of Quebec were - since the beginning- Freemasons
_____ ________ just like the top bureaucrats elsewhere in the
Government,
_____ ________ we do not have a "free and independent" judicial
system,
______ _______ a prerequisite for any democracy which means that
Canada
_______ ______ outside of Quebec has NEVER been a democracy.
__ ___6.7 All police and intelligence forces wil be composed of
university
___ _____graduates. The chiefs must have a Ph.D. (See note below.)
____ ____Note: with police who have a good university education we
could
____ _________ reduce the Police Force by two thirds (2/3) as well as
the
____ _________ number of judges making for tremendous savings for the
____ _________ Canadian tax payer. [There are too many persons
brought
_____ ________ before the courts "incapable" of criminal intent (the
home-
_____ ________ less and mental patients) or there is no criminal
intent, but
______ __ _____ the criminal intent is imputed by the Police.]
___ __6.8 All trials must be with jury. (See note below.)
___ _____Note: too many people are arbitrarily found guilty by judges
and
____ _________ justices of the peace in summary trials in way too
many
_____ ________ cases that should NOT have been brought before the
courts.
___ __6.9 No case can be brought to trial without due process. (See
note below.)
__ ______Note: when the Crown attorney's office lets the Police bring
people
___ __________ to court without due process for an automatic
conviction, it
___ __________ becomes malicious prosecution. NOT only do we commit a
____ _________ miscarriage of justice, but it also confirms that we
are living
____ _________ in a Police State.
_ ____6.10 As there is no Police nor intelligence agency that looks
for criminal
_ ________activity in the Government, the Canadian Information Agency
will
__ _______be created for that purpose. It will be constituted of
university grad-
___ ______uates with a strong background in auditing. (See note
below.)
____ _____ Note: as there are almost no ex-Government employees in
Canada's
____ __________200+ prisons, this confirms that the Canadian judicial
system
_____ _________is NOT effective and delegitimizes the Crown.
_________Note: because money misspent on the judicial system has a
______________very negative impact on social programs and the
national
______________debt, it will be considered a very serious criminel
offence.
7=2E7 Economics and Clean Environment

_____7.1 The Party promises to increase the minimum wage to $15 .
________Employers unable to pay the increased wages will be eligible
________for taxable subsidies and grants.
_____7.2 Unemployed adults will be entitled to receive bi-weekly the
________guaranteed annual income ($1,200 monthly) if they do NOT
________qualify for employment insurance.
_____7.3 Employment insurance will be 100% of salary for six (6)
months.
________minimum after having worked four (4) months.
_____7.4 The first $20,000 of income will NOT be taxable.
_____7.5 Taxes owed after three (3) years will be forgiven.
_____7.6 All government agencies/departments will be realigned to
help
________individuals create and promote their business concerns at
home
________and abroad.
_____7.7 Helping people to become independently wealthy will be one
________ of the top priorities of the Government. To that end, Party
will
________see to it that part-time workers enjoy the "same" benefits as
________full-time employees once in power.
_____7.8 The Party will ensure that the Government will work as "an
equal
________partner" with Labour to promote a healthy, safe, clean, and
pro-
________ductive environment for workers. The Party firmly believes
that a
________"happy and well-off work force" is the best way to guarantee
the
________optimization of productivity.
_____7.9 The Party will work towards North American economic
integration
________and better economic integration with Latin America for
"mutual
________benefit" and for the improved well-being of all workers
concerned.
____7.10 French speaking countries, France in particular, will be
encouraged
________to participate economically and culturally in reinforcing
French Canada
________outside of Quebec and will be considered "invaluable" allies
in the
________promotion of French culture in North America and around the
world.
________Quebec will be "encouraged financially" to "actively" promote
French-
________Canadian culture in the rest of Canada.
____7.11 Protection of the environment will be a "top priority at all
times" and
________of prime im****tance in all matters of economic activity in
Canada.
_____Note: all cor****ations will be obliged to pay taxes
"annually" and
__ ________subsidies granted to any cor****ation must be made
public
____ ______by the company in question and the Government along
with
____ ______the names of all those responsible for getting the
subsidy.
7=2E8 Health
_ ____8.1 Doctors will work in publicly owned clinics on fixed "fair"
salaries.
_ ____8.2 Any attempt by medical associations/organizations to hold
the
___ _____public hostage will result in jail sentences and fines for
the
_ __ ____ instigators.
__ ___8.3 All public health professionals will be tested annually for
sub-
__ ______stance abuse. Those found to have a substance abuse problem
__ ______will be obliged to remedy the problem as a condition of
continued
___ _____employment.
___ __ 8.4 Hiring will be done by a "third independent party" to
prevent abuse
___ _____of the public purse.
___ __ 8.5 Hospitals will be amalgamated by region and run directly by
the
__ ______Minister of Health him/herself.
8=2E "Family First"
____The family is the most "sacred" entity in society: everything has
____to be done to ensure that it flourishes. Therefore, the
Government
____has a moral responsibility to put the good of the family first in
all
____its deliberations.
8=2E1 Prostitution, a Civil Court Matter
_____With guaranteed annual revenue there will be no economic reason
_____for prostitution: moreover, it should be seen as a behavioral
issue,
_____but NOT as a crime.
8=2E2 Drugs like "Marijuana"
_____"Marijuana" usage like that of any other drug should be viewed
as
__ ___a health threat in an health conscious age where where "healthy
__ ___living" means "drug/medication-free" living.
8=2E3 "infra dignitatem"
______No individual at any time should be treated by Government in a
manner
______that is below his/her dignity: "infra dignitatem". Any
government action
______deemed to be "oppressive" to any person will be deemed to be
"illicit":
______the Government exists to serve and protect, NOT to oppress.
______However, with regard to the Poor, the Government has acted in
an
______ oppressive and criminally negligent manner. The amount of
money
______that a poor person can get "if s/he has an address" is only
$520
______"maximum" a month.
______By giving such an insufficient amount, the Government (the
Crown)
______is "deliberately" acting in a criminally negligent fa****on
according to
______Article 228 of the Canadian Criminal Code, ("Criminal
Negligence,
______Killing of the Mind"), and contravenes Section 7 (where the
Government
______promises to look after our security) and Section 12 (where the
Government
______promises to keep us from cruel and unusual punishment) of the
Canadian
______Charter Rights and Freedoms, and directly attacks the dignity,
security,
______and autonomy of the person.
______The social costs of giving so little are enormous:
______- homeless people;
______- more people in emergency at the hospitals;
______- more people going to jail and mental institutions;
______- higher incidences of depression, drug addiciton, suicides, and
crime.
______The person can go to the Food Bank (if there is one) only once
a
______month to get food theat will last him/her for 7-10 days if s/he
is very
______careful. If s/he returns to the Food Bank again within that same
month,
______s/he will only get bread and nothing else.
______It is im****tant to note that a Food Bank does NOT always have
______food and may NOT be open a few months in the Summer. The
______food selection is very limited, inexpensive, and of low quality.

The Poor are immobilized by the Government: they canNOT do

______They are being denied a fruitful life and obliged to live a life

______of the richest.
______(The fact that this situation is NOT denounced by the Canadian
_______media, by NO OTHER Canadian political party, NOR by the
_______Jewish, Christian, and Muslim regions in Canada is
outrageous.)
______(According to the Gospels each person will be asked only one
_______ question on Judgement Day and that is this : What have you
_______done for the Poor?)
______The $1,200 monthly guaranteed income for a destitute adult
______living alone is a political moral imperative.

_ __by the Government to carry on business with the public.

_____November 16th will be Louis Riel Day, a national holiday in
honor of
_ ____Louis Riel, Father of Confederation of Western Canada, a lawyer
who
__ __ defended the rights of the people in Western Canada notably the

__ _ Nations and the M=E9tis. The Government of Canada hung him on
__ __ November 16th 1885.

_____The highest mountain in Canada will be renamed
_____Pierre Elliott Trudeau (PET).
12. A North-American Party
_____The =C9galit=E9 Party of Canada wants to be active in
_____all levels of the Government in Canada, Mexico
_____ (El Partido Igualdad Canad=E1-M=E9xico), and the
_____ United States (The =C9galit=E9 Party Canada-USA).
13. Youth
_ ____The =C9galit=E9 Party will ensure that all Canadian communities

14. First Nations

15. Our Military

_ __d) Outside of Canada it can act only under the United
Nations.

___a) Members "join once" for life and can vote for an =C9galit=E9
_____representative municipally, provincially, "and" federally.
___b) Cost of member****p will be a minimum donation of $2
_____in order to be put on the member****p list. ($20 or more
_____for the member****p card - not necessary).
___c) All Party members will be considered "donors".
___d) A member's Official Internet List record consists of his/her
_____initials, family name, Canadian town/city, and donation.
B=2E Elected Riding Representatives:
Upcoming Elections
___a) Only the Party members in the riding can elect a
_____representative.
___ b) Once elected, s/he will NOT need to be re-elected
_____ by Party members.
___c) The person elected to represent the Party will run as an
_____independent candidate. Once elected, s/he will ask to be
_____recognized as a member of the =C9galit=E9 Party. Why? It is
___ __easier this way due to the fact the Party is so small.
___d) An elected member can only be ejected from the Party for
_____disloyalty by a majority vote of the caucus.
C=2E Women Issues
___a) This Party promises to fight for equal female representation in
_____all spheres of public, para-public, and private activity in
order
_____to eliminate the ***ual exploitation of women for good.
___b) This Party believes that women who want to stay home and raise
_____their pre-school children should be allowed to take a tem****ary
_____leave of absence without penalty from her employer and be
allowed
_____to receive the guaranteed annual income during that period while
at
_____ home.
___c) However, this Party believes that the public financing of the
termination
_____of any pregnancy is NOT in the purview of the Government and
hence,
_____should be terminated.
___d) This Party is devoted to ensuring the "well-being" of the female

___a) The amount of all political "member****p donations" will be

donation.
___b) Donations will be accepted only from individuals - nobody else.
F=2E Party Officials
___a) Party officials will be appointed by the Party Leader.
___b) The first Party Leader will be its Franco-Ontarian founder,

___c) All Party members will participate in the election of future
leaders.
