Revenue neutrality was not stated but assumed.  Remaining within the cap 
and remaining revenue neutral the people on the bottom would pay less 
than the people at or near the cap.  If you assume that the people near 
the cap are less prone to spend then the economy would be aided by the 
progressivity.
