You can make an educated guess.

Let's say that there are 10,000 Insurgents trying to kill 100,000
Americans 
all spread out over Iraq.  Now say we withraw 50,000 Americans and put the

remaining 50,000 Americans at one of THREE non-urban training facilities.

Wouldn't that congregate the Insurgents to those places?
