Think about that.  (Pretend you actually have some military knowledge, if 
not experience.)

These bases are ISOLATED out in the LITERAL middle of nowhere.  They are 
like little fortresses surrounded by OPEN FLAT DESERT.

They are SITTING DUCKS.  Sure, we can secure them.  But our securing them 
HAS NOTHING to do with the bad guys thinking they can take rocket shots at

them.

The Insurgents are NOT attacking us so NO those attacks would not stop.

Terrorists are attacking us exclusively so YES those attacks would stop 
THERE and follow us to where we go.
