Gov,
I think the residents of NOLA needs to vote out (retire) and hire a 
committee to over see the correct design and reconstruction of new levee 
system. A contract whereas they perform or "on the road again". When I
lived 
there back in the seventies that was a subject that everybody talked
about, 
but did nothing.
