Gibbon re****ted the aristocracy encouraged the immigration to Rome
of cheap labor from tribes that lacked sound republican traditions.
They then funded the campaigns of demagogues pandering to their
ethnicity and religion while the senate reduced the taxes on the rich.
They tried to transfer the taxes to the middle class, but the im****t of
cheap labor drove down wages so much there wasnt enuf money to tax.
Machiavelli noted how republics then borrow the money from the rich
since they cannot tax them. This works until some creditor sees the tax
base can no longer service the debt, much less pay it off, and refuses
to lend more.
At which point there is economic crisis, food prices go thru the roof,
riots break out in the streets, and there is revolution.
And that, will expel the new immigrants.
