Today, not a single terror suspect held outside the U.S. criminal court
system has received a trial, and despite Supreme Court slapdowns, the
fretwork of loopholes carved out by Cheney's Boys is largely intact. For
seven years, then, the Bush administration has operated with untied
hands. And for all that, Osama bin Laden remains at liberty; so does
Ayman al-Zawahiri; and the al-Qaida threat, according to the most recent
National Intelligence Estimate, is once again mounting.
