No, it isn't.  Nothing in the Constitution forbids private citizens from
entering into contracts with foreign governments, so long as they do not
violate US law.  Since the purpose of this contract (not with the Mexican
government as now proved beyond a shadow of a doubt) is to ENFORCE U.S.
law,
there is nothing at all unconstitutional about it.

The demented loon Senor Gabacho can howl from now until he's de****ted, and
it won't change that incontrovertible fact.
