LIE.  The CNDH was granted autonomy in 1999.  Even if it weren't, there is

nothing wrong with a private company or organization  contracting with a 
foreign government.  I work for a U.S. company that has a contract with
the 
Canadian government.   Is that unconstitutional or illegal?
