Foreign nations invest, in administrative-territorial units (בפU) of
Ukraine, each one in own one. They also create management for own בפו. Any
בפו is distributed on all territory of Ukraine, its territory adds up to
territories owned of the Ukrainian citizens who have chosen the certain
בפו.
The centralized government and its frontiers are kept.
