Foster mom accused of severe neglect

TROY - A Lansingburgh woman is charged with child endangerment after
police say she spent years abusing her foster child.
The 11-year-old boy is now in protective custody, but only after what
police describe as a disturbing schedule of abuse and neglect that
included malnourishment and confinement. They say they have a re****t
that 51-year-old Sharmon Evans kept the child in a tiny upstairs room,
kept a calendar for a feeding schedule and even make the boy eat his own
filth. The re****t also says he would sleep on a hard floor, under a bed
frame without blankets.
Neighbors say they saw a lot of toys in Evans' yard, but rarely a child
and they barely knew anything about her.
Police and Child Protective Services want to hear more from Evans. She
didn't say anything as she brought bag after bag from her now condemned
house and loaded them into her new car.
Evans is facing charges after family friends and another child in her
care told police of rampant physical and mental abuse.
"There's not only another child that showed some courage and brought
this to the attention of a caring adult. That adult took the steps to
bring the child to the station and ultimately started the ball rolling,"
Detective Sgt. David Dean said.
Tom Lane, a foreman with Troy's Public Works Department, was in the
house when police shut it down on Monday.
"We took a rug out of there and it smelled like urine," Lane said.
"The counter was full of food and dirty dishes and it stunk in there. He
opened the refrigerator up and everything was open and spilled and
smelled," he added.
Neighbor Denee Zeigler says it makes her sick to think what was
happening next door to her.
"She was helpful. I locked myself out one day. She let me use her phone.
I didn't go inside, she handed me the phone outside," Zeigler recalled.
Police say the boy lived with Evans for 10 years. He is now with another
foster family and is said to be doing well.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and ***ual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

A recent study has found that 12-18 months after leaving foster care:
30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
2% receive a college degree
50% were unemployed
Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relation****ps. Some experts estimate that about 30% of
the children in care have marked or severe emotional problems. Various
studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
compared to children who are not in foster care, lag behind in their
education by at least one year, and have lower educational attainment
than the general population.

80 percent of prison inmates have been through the foster care system.
The highest ranking federal official in charge of foster care, Wade Horn
of the Department of Health and Human Services, is a former child
psychologist who says the foster care system is a giant mess and should
just be blown up.
