No, we the People are not the state or the government. That condition
would define fascism or a theocracy. Instead, we the People elect
representatives to govern within each state.


1. A 'state' is a legitimate formal governing structure as recognized by
    members of the society (the People) which it represents.

2. The 'People' is the individuals who reside within the several states.


"We the people of the United States, in order to form a more perfect
union, establish justice, insure domestic tranquility, provide for the
common defense, promote the general welfare, and secure the blessings of
liberty to ourselves and our posterity, do ordain and establish this
Constitution for the United States of America."

In the USA the People are separate from government. This is by virtue
of the individual sovereignty accorded by unalienable Rights.
