do "the People" know all the things the State knows?  No because the
state routinely keeps secrets from the People.  This means that the
State
has a quality (knowledge of certain things) that the People do not
have
and therefore they cannot be synonymous.

specifically uses the term "the people" to mean people who are
seperate from the State and in danger of being abused by it.
