Yes it is. It's pretty clear that the purpose of the Amendment is to
ensure that the States can continue to have their own well-regulated
militias and that the Federal government will not interfere with their
arming them as they see fit.
It is clearly not so you can have your own pistol or shotgun or hunting
rifle or AK-47 to use for your entertainment and "self defense."
