Marijuana seized from medical providers in Oregon

More than $340,000 worth of marijuana was seized and two medical
marijuana providers were arrested along with another woman earlier this
week by Salem police.

The arrests, by detectives of the Salem Police Department Street Crimes
and Drug Activity Response Team, were part of a two-week investigation
of West Salem and Independence residents, Lt. Jim Anglemier said.

Michelle Marchand, 33, and Sharon Biggar, 39, both of Independence, were
arrested Monday after they delivered 1 pound of marijuana near River and
Riverdale Roads in Independence.

Assisted by the Polk County Inter-Agency Narcotics Team, police then
searched the Independence home of Marchand and Biggar. Detectives seized
2 pounds of marijuana, 23 grams of ha****sh and three firearms.

Marchand, a medical marijuana provider, was out of compliance by
unlawfully selling marijuana and exceeding her allotment, Anglemier
said. Marchand's three children, ages 3, 12 and 14, were taken into
protective custody.

Detectives also arrested David Edgar, who lives in the 200 block of Eola
Drive NW in West Salem.

Edgar, a medical marijuana provider, also was out of compliance. Police
found more than 7 pounds of dried marijuana worth $28,000 and 100
immature marijuana plants worth more than $300,000, among other drugs.

Marchand and Biggar were charged with unlawful possession of marijuana,
maintaining a place where drugs are used and three counts of endangering
the welfare of a minor, among other charges.
Biggar also was charged with three counts of first-degree child neglect.

Edgar was charged with unlawful delivery of marijuana, unlawful
possession of marijuana and unlawful manufacture of marijuana.

"When they're medical marijuana providers, then they're to be growing a
specific number of plants for a specific person," Anglemier said. "And
if they get outside of that, whether it's by too many plants or they're
selling it to other people, then that puts them outside of their
compliance."
