1. Lockyer v. San Francisco, Cal.4th [No. S122923. Aug. 12, 2004.]
California Supreme Court ruling re: agencies declaring a state law
unconstitutional or in violation of federal law. Mayor Newsom of SF
declared he would not enforce a state law on marriage in violation of
federal law and lost in this supreme court ruling.
