Kurt Vonnegaut in his book "Cats Cradle" provided a prototype ICE-9
that lowered the freezing temperature of water so that the opposite of
global warming occurred. What is needed is an immediately threatening
urban legend that will call a halt to the activities of a given
empirical bureaucracy in a way that only the total dismantling or
destruction of that empirical bureaucracy will resolve the truth value
of the urban legend. The "Temperature" of the urban legend must be
such that the truth value is essential to the further survival of the
leader****p of the empirical bureaucracy. My near-fatal experiment
in this field occurred in July 2001 in Japan where I told a young
Japanese Lad "The United States had doctored the chips it sold to
Japanese Avionic manufacturers so that The United States can alter the
behavior of the avionic systems with a transmitted code." In answer
to a question from the lad, I said truthfully that the invention began
in 1988. This urban legend created fear and loathing in Japanese air
planning users and until I was successfully drugged with GHB there was
a crisis. This was an attack on semiconductor trade, on the avionic
industry, on Japanese airlines,
Japanese Military aircraft ( with "BLACK BOXES" etc. etc. ). The
key elements are 1) the casual delivery of the message (the
"ordnance") between two ostensibly un-military individuals, the
detailed technical description of the "ordnance", the impossibility
or confirmation of the ordnance or placement, The length of time
that elapsed since the project began (1989). And the casual the
urban legend is being bandied about. Also, the causal way in which
the ordnance (preferably armed and ready meaning "it could detonate
any time" is delivered.
