You haven't received a response regarding an administrative hearing.
Generally, administrative hearings are a means of cir***venting a
person's right to due process.  Like the fox guarding the hen house,
administrative hearings always find themselves right, even when
lacking evidence to sup****t their conclusion or when the evidence
presented is contrary to the conclusion.  I have read this in texts
for lawyers and my personal experience confirms this.

So, there should be time limits set in the laws that call create the
administrative hearing procedure and when those time limits are
violated, then you can go to court.

Going to court is a horrible, time consuming thankless job.  However,
if you are going to get something done then going to court is your
next step.

Spend some time in the law library and find out what the time limits
are, what paperwork you must file to obtain something like a writ of
mandamus (I think that is what is used when an administrative hearing
is unsatisfactory, but I am not a lawyer).

Good luck.  The failure to respond on their part is a good sign for
you, but only if you take advantage of it.  I say it is a good sign
because administrative hearings except in the most blatant cases or
where some kind of nepotism or favoritism is involved always find in
favor of the agency they represent.  That they have not responded
indicates they do not believe they can justify a finding in their own
favor.
