There should be two streams of technology one based on reality and
quite practical and another based on reality but slightly less
practical.   For instance, a vision system that can detect explosives
and a treaty forcing all battery makers to insert certain devices that
would stop a small bomb from exploding by using those batteries.
That way, a terrorist is never certain whether his battery is bad or
he is being seen.
