It's possible if you draw enough attention to yourself in the public
arena and are convince you are being wire-tapped/followed/and
surveyed. Just deliver a message that Condolezza would have in
wartime. How does the NSA control its potential peepholes so that the
affairs of state can continue in smoky rooms instead of tacky lunch
bars, and vice versa? This is espcially so if the message is such
that killing the messanger will only bring about dire consequences (or
so it seems...?)
