In the Congo they actually did something slightly different.

Clinton sponsored an invasion by the Rwandan government that touched 
off the great Congolese civil war, the worst murderous disaster of the 
last decade, actually worse than Iraq. The usual estimate is that four 
million people were killed, not that far behind the Holocaust.
