David Walters describes an internal P&F process that makes the 
regular US electoral college sound like a bastion of populism!

 I had written:

+   Apparently, P&F still *aspires* to the national level: a Los Angeles
+  meeting of its State [=only] Central Committee made a resolution
+  to that effect on March 30, 2008.  It all sounds very exciting, and
+  they've promised to write if they find work.

 I did not state, or imply, that the meeting was closed to members
(or anyone else).  

 I did not mean to imply that the State CC is the only Central Committee, 
either -- noted in my correction, and in the Discipline Resolution I
cited,
were the plethora of County Central Committees.  I meant only that there
are no other "State Central Committees" in this party which (aspirations
aside) currently exists only in California.
