 Mere stupidity (and bad editing).  My source had written "State CC,"
and I should have left well enough alone.  Writing for an international
audience, I reflexively changed it to "California State," much as I write
"SWP/US" to distinguish the former party of Cannon from the former
party of Cliff.  But *then*, I decided it might wrongly imply that there
were State CCs in places like Oregon, so I changed the "California"
to "[=only]."  Had my brain been fully engaged, I should have
removed it altogether; it didn't really add information and merely
allowed this confusion .. in what was intended as a correction!

 It was antielucidatory.  ;-)
