"Black" in this case does not mean negro.  It means 
darker skinned South Asians, melanesians and 
polynesians.

While Al Quaeda and terrorism is theoretically illegal 
in Indonesia, and Indonesia, like Saudi Arabia, 
theoretically an ally, crimes against non Muslims tend 
to be winked at, terrorists are frequently acquitted in 
defiance of the evidence, and if convicted, receive 
short sentences in specially comfortable prisons.

During the Anzac "peace keeping" operation in East 
Timor, there were frequent "friendly fire" incidents 
between Indonesian and Anzac forces, and frequent "map 
reading errors".  When the Anzacs found some terrorists 
in Timor, the terrorists would flee across the border, 
and the Anzacs would fail to stop at the border due to 
"map reading errors", whereupon the Indonesian army 
would shoot at them in a "friendly fire incident".
Sometimes these map reading errors would result in
facilities on the Indonesian side of the border being
entirely destroyed.
