Yes, but an improved version.  Broomleigh Housing Association uses the
law and judges to enforce its desires, and threats instead of bribes.
Broomleigh Housing Association does not hide from the law. 

This creates an impression of legal rectitude, when the precise opposite
is the case.  The last thing on the mind of Keith Exford is complying
with the law.
