The issue began when Reagan cut funding to care for
indigents, old age poverty programs, care of mental
patients, etc---effectively throwing them out on the
streets
The economic policies of the "reagan movement" and the
rise of the greedy GOP after Gingrich took control in
the 90's sent people out into the streets.
