Speculation, yes

SPeculators are just now believing the figures showing a reduction in 
worldwide demand, allowing hte price of oil to fall.

Speculators also hedge their bets against the falling dollar, pu****ng
prices 
up on specualtion of hte value of the greenback.

Repuglicon whining about opening up offshore areas for drilling exposes
oil 
company profiteering.

They own leases on a minimum of 60 billion barrels of oil and 7 trillion 
cubic feet of natural gas.

How many of those areas have had a well dug in the last, oh, 5 years?

None!

Why spend money to reduce the price of their products?

Additionally, at teh height of hte "shortage" oil was up for sale with no 
takers --- heavy, sour (sulfur rich) oil from Iran and Saudi Arabia. Iran 
had  tankers full of the stuff floating at anchor, and the Suadis offered
to 
increase production from these areas producing this stuff if buyers came 
forward.

None did.

Why?

Refiners much, much prefer light, sweet crude. A higher percentage of the 
crude can be refined into more profitable gasoline and light lubricants , 
and hte low sulfur content is easier, and therefore cheaper, to refine.

Rather than accept the higher production costs oil companies chose to
ignore 
the op****tunity ---- while watching the cost of the gas they did refine 
increase in price!!
