Um, if entering the country without permission is a civil offense then
how  it's a civil offense.

But you need to cover ALL the cases.  EVERY "illegal" alien.  Not all,
or even most, are criminals except to rabid extremists.

Then it is not true that all "illegal" aliens are criminals.
It isn't even true that most of them are criminals because they're
not treated as criminals.
