hmmm.... every industrialized country?  What about China and India?
Those two countries are excluded from Kyoto treaty constraints.

If every Kyoto treaty constraint is obeyed, the earth will reach a
specific temperature in 100 years.  If the Kyoto treaty is not
implemented, that same temperature will be reached in 96 years.  So,
what is the use of the kyoto teaty?
