CONSTITUTION OF THE HUMAN FEDERATION

Preamble
We The People of the World, in order to abolish warfare, do ordain and
establish this Constitution for the Human Federation.
I. Philosophy
Article 100 (rights)
1. All people are equal before the law.
2. Human rights include life, liberty, and the pursuit of happiness.
3. The purpose of government is to protect the rights of the people.
4. The powers of government are derived from the consent of the
governed.
5. Peace is a human right.
Article 200 (war and peace)
1. Civilization has been in a state of war since its inception. At
best, people have enjoyed only a tem****ary armed truce.
2. Due to the advent of weapons of mass destruction, this state of war
is no longer compatible with the survival of humanity.
3. Individual states shall not have war making powers. Military
weaponry and the institution of war shall be eliminated.
Article 300 (other principles)
1. No ex post facto laws may be passed by the legislature.
II. Nature of the Human Federation
Article 400 (purpose)
1. The purpose of the Human Federation is to eliminate the institution
of war and eliminate all military weaponry.
Article 500 (Sovereignty)
1. This Constitution is the Supreme Sovereign for all people choosing
to be governed by it. No higher or equal level of legal authority shall
be recognized by its member nations.
2. Each member state shall at all times maintain a reference to this
supremacy in their governing documents. The wording shall be as
follows:
For the maintenance of peace, and for this purpose alone, this state
joins the Human Federation, a system of mutual collective security; in
doing so it will consent to such limitations upon its sovereign powers
as will bring about and secure a peaceful and lasting order among the
nations of the world.
This state acknowledges primacy of the international laws established
by the Human Federation.
Article 550 (Citizen****p)
1. Every citizen of each member nation shall also be a citizen of the
Human Federation.
For the settlement of disputes between nations, this state will accede
to agreements concerning a general, comprehensive and obligatory system
of international arbitration.
Article 600 (location)
1. The Human Federation shall have its headquarters in [a location to
be determined].
Article 700 (scope of authority)
1. The Human Federation is solely concerned with war and instruments of
war.
2. No alterations or amendments shall be made to this Constitution that
broaden its scope of authority.
3. The powers not delegated to the Human Federation by this
Constitution, nor prohibited by it to the States, are reserved to the
States and their local governments respectively, or to the people.
4. Member states shall not use abusive force against its own citizens.
Article 800 (transition to a state of peace)
1. Charter members of the Federation shall include the at least 40
states.
2. It is intended that all states of the world will eventually become
members. Until this is achieved, the Human Federation will provide for
the defense of all its member states.
3. The Human Federation shall at all times maintain a military force
overwhelmingly superior to that of any other military force on earth.
4. The Human Federation shall protect each member state against
invasion, and prosecute acts of terrorism.
Article 900 (extra-terrestrial hazards)
The Human Federation may also provide for defending humanity against
extra-terrestrial hazards.
Article 1000 (land owner****p)
1. The Human Federation shall not own any land.
2. Where land is needed for its operations, it will be leased at a fair
market rate.
Article 1100 (respect for diversity)
1. The powers of the Human Federation shall not be used to promote or
diminish any race, religion, creed, ethnicity, gender, ***ual
orientation, system of social organization, origin, nationality,
economic system, way of life, or culture.
Article 1200 (language)
1. The business of the Human Federation shall be conducted in English.
2. This standard shall be construed as neither an expression of
superiority nor an expression of favoritism for the countries for which
English is already standard.
3. Each representative is responsible for making all official documents
of the Human Federation available in the language(s) of their native
state.
Article 1300 (calendar)
1. All dates shall be given in accordance with the calendar most
commonly used in the world.
Article 1400 (secrecy)
1. The Human Federation shall hold secret information only as required
to carry out its mission.
2. All other business of the Human Federation shall be conducted
publicly and made accessible promptly to the people via the Internet or
live broadcast via other electronic media.
3. Justification must be given and approved by the legislature for
information to be held secret.
4. A detailed inventory database shall be maintained for all equipment
owned by the Human Federation. This database shall be accurate and
up-to-date every day and shall be published on the Internet with no
restrictions whatsoever on its use. Each item in the database shall
carry a unique identification number, description, state of origin,
manufacturer, year of manufacture, photograph(s), condition, original
cost.
Article 1500 (voting)
1. The voting system shall be weighted in accordance to the relative
contributions of each member state.
III. Relation****p of member states
Article 1600 (financial sup****t)
1. Each member nation shall contribute funds to the treasury of the
Human Federation.
2. Initially, the amount contributed by individual nations shall
approximately equal their current expenditures for national defense.
Article 1700 (no war making ability)
1. Upon joining the Human Federation, each nation shall transfer
owner****p to the Human Federation of all military-style weaponry
including all military vehicles, aircraft, buildings, bombs, missiles,
rifles, hand grenades, land mines, war****ps, submarines, biological
weapons, technical documentation, and any other thing that might be
unique to waging war.
2. Member states shall not have any war-making authority
3. No military organizations are permitted.
4. Owner****p of military-style weapons shall be prohibited for member
nations and their citizens.
5. Member nations may retain whatever weapons reasonably required for
normal police activities. No position shall be taken by the Human
Federation concerning owner****p of other weapons by citizens of member
nations.
Article 1800 (amnesty)
1. Upon joining, the Human Federation shall absolve that state and its
citizens of any war crimes that may have been committed prior to the
date of joining.
Structure of the Human Federation
Article 1900 (branches of government)
1. The government of the Human Federation shall consist of three
branches: legislative, executive, and judicial.
Article 2000 (legislative branch)
1. The legislative branch shall include a House of Representatives with
one member for each member nation.
2. The legislature shall establish appropriate laws and procedures
consistent with the provisions of this Constitution.
3. The vote of each representative shall be weighted by a whole number,
one or greater, approximately pro****tional to the monetary contribution
from its country for the current year.
4. His or her country shall designate each representative for a term of
two years. Each representative can serve for a maximum of three terms.
5. A Speaker of the House shall be chosen from the members for a term
of two years.
6. The legislature shall be called to session, as needed, by the
Speaker.
Article 2100 (executive branch)
1. The executive branch shall include a President and a Vice-President.
2. The term for President and Vice-President shall be six year with a
one term maximum.
3. Initially, the executives shall be chosen at a constitutional
convention organized for the purpose of forming the Human Federation.
4. After the initial term, subsequent executives shall be elected from
among the legislature by the legislature.
Article 2200 (judicial branch)
1. The judicial branch shall include a Supreme Court with 5 justices
appointed for a 12-year term by the president and approved by the
legislature.
2. Lower courts shall be formed as needed.
Article 2300 (amendments)
1. Amendments to this Constitution may be proposed by the legislature.
2. Approval from ninety-five percent of the states shall be required
for adoption.
