I would think that moderating Saudi would be high on the list of
things to do. Restricting them from getting access to nuclear power
would seem to be something that might make them mad.

Iran is the "biggest" Islamic terrorist source. In any case, the US
isn't providing Saudi with nuclear weapons. By providing slightly
enriched uranium, the US avoids the problems that exist with Iran,
the development of indigenous capacity, which can then be used to
make highly enriched uranium, bomb making material.
