The 2nd ammendment only applies to US citizens.
The pertinent prohibition of nukes for Iran fall under the
jurisdiction of the International Non-Proliferation Treaty.

=2E.which, BTW, says that any nation can develop nuclear power plants -
if it wishes to do so.
