There is no way in hell that biofuels are going to replace 20M barrels of
oil per day. Perhaps cellulosic ethanol can do 5 million, algae can do 5
million, LNG can do another 5.  The hybrid autos will come on line in 10
years and maybe we will have bridged the gap to nuclear.  That is all we
can do.  It appears more and more likely that algae will be a good
source for jet fuel.  The biodiesel and and ethanol are a little less
likely unless these are done by government as zero profit zero cost. i.e.
government bonds (low interest rates due to government backing).  The Sea
of Cortes still looks like the winner for algae.  Good for Mexico and good
for the US.  Why not just grow the algae in the Sea of Cortes and forget
about algae bonds and algae bioreactors?

Like you have these floating fences (like they use to manage an oil
slick).  The algae are full of oil so they float.  After the algae are all
multiplied up you reel in the fence at high tide and when the tide goes
out you harvest the algae.  More like an algae ranch I suppose.
