OK.  The play was "use it or lose it".  That's real simple.  If there is
no oil there then cancel the #$)$^$&* lease.  That is __**ALL**__ the
legislation said. The point is that there probably is oil in a great deal
of that area, but the oil companies will not make huge profits from it as
they will if they can get the Republicans to just __**GIVE**__ them the
oil in the ANWR.  The large companies want to keep other (smaller)
companies from drilling those areas and providing that oil to the market.
And that is the game they will play as long as they can get away with it.
The Republicans, of course, are thinking about all that campaign money and
direct brides they will get for the _giving_ that ANWR oil to the
multinationals.
