Actually, Hubbell was not. But let's see: Safvarian was, right up
until the workday before he was arrested. And it does look like
there's going to be quite a few more indictments before the month is
out, including the White House Chief of Staff, and the head staffer to
the Vice President. And possibly the Vice President.
