The bank dosn't have a "master key". The bank will have  1 of two keys
needed to open the box. The other key is kept by the renter and must be
used to open the box. If the bank is served witha search warrent  then
a lock smith will come in and drill out the locks to open the box. My
brother worked as a bank manager and boxs that were unpaid after so
long are dilled and everything is turned over to the state where the
bank is. Most box's were drilled have nothing in them, tho my brother
did find in one that was drilled a nice 10c dimond.
