If Brown does not reclassify cannabis to Class B the Conservatives
will stick the boot in big time. He will be pilloried by the
opposition and the popular press as "soft on drugs" and a poisoner of
children. Given Labours low poll ratings he cannot take this risk. 

On the other hand there is much to gain in reclassifying to class B.
And at no risk, either. Brown can profile himself as the tough and
responsible politician taking the descisions necessary to save our
children from the Evil Of Drugs. The popular press and the Tories will
not be able to touch him. A win-win situation.

It's a no brainer, he has to reclassify to class B, he'd be stupid not
to.
