Even if there is weighting, percentage of crimes solved is a crappy
metric.  It means anything where there's a greater than 24% chance of
success will boost their averages.  So, some guys had a little too
much to drink.  You can ask him to go home, and he very probably will,
or you can arrest him for disturbing the peace, thus slightly pu****ng
up your solved crimes rate.

Base the measurements on unsolved crimes or something.  That's what we
really want to keep down, after all.
