From this example, the answer is "no" since the prison tobacco markup is
3600 percent, where the heroin markup is only 400 percent.
However, the $2 pack of tobacco is bought legally, where the 6-inch by
4-inch
brick of heroin is smuggled illegally. My guess is the brick of pure
heroin
would probably cost around $1000 in a legal market (maybe $4000 after
adding
taxes)...
