Thanks to prohibition, criminals don't care about the age of their
customers. Now if a liquor store was selling booze to kids, they would
not keep their license to sell alcohol for very long. Regulating and
educating is the only effective strategy to reduce and prevent abuse.
That goes for both alcohol and cannabis (as well as other drugs).
