Exactly like that, yes.  There are *very* few retail outlets that will
sell fags or booze to kids.  The fags and booze that kids have is
almost all obtained from parents, older siblings or friends who get it
from parents/siblings.

Illegal drug dealers OTOH will sell to almost anyone who has the money
to pay for it.
